"The Vision 2010 was an immense process in the industry. It attracted lot of people. However, if today we were to ask them the very same people what is the content of the Vision 2010 process, how has it affected them and their business decisions, we would probably conclude that this influence is marginal. As to the forum of the real estate and construction cluster, it is a very broad and diverse grouping of diverse actors and interests. It is a Forum that can shape things, especially vis-ā-vis public decision making. It is harder to see the connection with the everyday activities of individual firms in different segments of the cluster. Industry fragmentation is our weakness number one."
